Two Records. One Choice.
Arizona’s Legislative District 3 has a clear decision to make. Robert Wallace is running to challenge a record of weak votes, bloated budgets, and missed opportunities. John Kavanagh has held office for years, but his voting history tells a different story than his campaign slogans.

    Fiscal accountability
Fiscal Accountability Comes First
Arizona families balance their budgets every month. The state should be held to the same standard. Robert Wallace believes in pay-as-you-go budgeting, living within our means, and refusing to spend money we do not have.
Senator John Kavanagh does the opposite. He voted for a $17.6 billion budget that locked Arizona into more than $5.3 billion in debt obligations and added $400 million a year in interest payments alone. That single vote saddled taxpayers with a massive bill for decades to come.
Instead of finding ways to trim waste, the budget piled on new bonds for university projects, long-term obligations for the Phoenix Convention Center, and other spending without matching cuts. The result is less money for roads, schools, border security, and tax relief — and more of your hard-earned dollars going to Wall Street.
Why it matters
Every extra dollar in debt service is a dollar that cannot be used to protect our border, support school choice, or lower taxes. Debt-based budgeting locks the state into years of higher costs and fewer options in tough times.
Robert Wallace’s Plan :
Robert Wallace will vote “no” on borrow-and-spend budgets.
- Robert wants to block new bonds unless they come with strict end dates and full public transparency
- Push for pay-as-you-go funding for capital projects, using cash instead of IOUs
- Cut waste before passing the bill to taxpayers
- Audit all existing bond debt and publish clear returns on investment
- Introduce a “Truth in Borrowing” Bill to require every debt increase be posted and explained
Arizona does not need more debt.
It needs leaders who protect taxpayers, not bury them in interest payments.
Cut nonessential spending
Audit all existing bond debt
File a “Truth in Borrowing” bill

    Election Integrity
robert Wallace
Robert Wallace believes every legal vote should count and only legal votes should count.
That means photo ID for all ballots, clear chain-of-custody rules, and full transparency in every step of the process. Secure elections are the foundation of a free state, and there is no room for compromise.
John Kavanagh
Senator John Kavanagh voted YES on HB 2019 a bill that weakened existing safeguards. Turning Point Action opposed the bill because it reduced ID requirements and loosened chain-of-custody timelines — both of which make it easier for bad actors to exploit the system.
Why it matters
If we cannot trust our elections, nothing else we vote on truly matters. Weakening safeguards undermines public confidence and opens the door to fraud. Robert Wallace will fight for strong, clear, and enforceable election laws that make cheating harder and transparency the standard.
Robert Wallace will vote “no” on borrow-and-spend budgets.
- Require photo ID for every ballot, including mail-in and early voting
- Enforce strict chain-of-custody timelines for all ballots
- Make election records and processes fully transparent to the public
- Oppose any bill that chips away at safeguards
- Support legislation that restores voter confidence and strengthens the integrity of our elections

    SPENDING AND GOVERNMENT GROWTH
Kavanagh’s voting record shows a consistent pattern of supporting larger budgets, more state-run programs, and greater control from the Capitol. SB 1734 added new government spending without serious reform or cost-cutting. The $17.6 billion budget he approved is the most expensive in state history.
Robert Wallace believes Arizona needs a different approach. He will vote against runaway spending, oppose new government growth, and work to return power to counties, school boards, and families.
The government should be lean, local, and accountable.

Remember HB 2945?
HB 2945 created a state-run program that looks helpful on the surface, but the fine print tells a different story.
It puts the government in charge of how parents care for their disabled children. It adds complicated billing rules, tracking systems, and audits. And it comes with a price tag of more than $400 million, funded by redirecting drug rebates and disability funds.
Kavanagh voted for this
Robert Wallace would have voted NO
I won’t vote to give tax breaks to companies with lobbyists on speed dial.
Arizona taxpayers deserve better than rigged deals behind closed doors.
No hidden costs. No broken promises. Just common sense and accountability.

    Education & Parental rights
fighting for parents
Parents, not bureaucrats, should have the final say in their children’s education. Robert Wallace will fight for policies that put families in control, expand school choice, and protect educational freedom.
That means more options for parents, more transparency in schools, and less state interference.
Kavanagh Voted for HB 1711
Senator John Kavanagh voted YES on HB 1711, a bill that added new state-level requirements for school operations.
Turning Point Action opposed the bill because it piled on regulations that undermined school choice and local decision-making.
Why it matters
Arizona’s school choice program is a model for the nation — but it only works if we keep it free from burdensome mandates. Every new layer of red tape makes it harder for parents to choose the right education for their children and for schools to operate effectively.
My Commitment to parental rights
- Expand Education Savings Accounts so more families can choose the best school for their child
- Require full curriculum transparency so parents know exactly what is being taught
- Protect local control for schools and parents
- Oppose any bill that limits school choice or adds unnecessary regulations
what this election is really about
John Kavanagh talks like a conservative when it’s time to campaign. But his votes tell a different story.
Robert Wallace is here to tell the truth and stand firm when it counts.
This race isn’t about personalities. It’s about direction. Fountain Hills doesn’t need another politician who blends in at the Capitol. It needs someone willing to push back, hold the line, and stand up for the people footing the bill.
If you’re done waiting for someone else to fix it, this is your moment to help change the course of Arizona.
